Description
We have 4 human players all vs the AI in a large galaxy map. The first 2 human players meet and create an alliance, but when future human players are encountered we are unable to add them to an existing alliance. We tried the alliance inviting the third player, and the third player requesting to join and neither method seemed to work. This behavior is seen in both stock and Balance Mod 1.14. Thanks
