Description
I emailed to Malfador directly about this just before the v1.74 patch came out. I'm finding the same problem with v1.74 as I started to encounter with v1.71. I'm using Balance Mod v1.14b with the SE v1.74 patch.
It started showing up at about turn 35 with v1.71, in an ongoing single player game spanning the last 4 or 5 patches. The game is using a large map and has 15 AI 'regular' and neutral players. Sometimes during turns when I'm invading several planets each in a few systems, the ground combat phase occurs normally for some invasions, but not all. I seem to be having trouble especially with one particular system but not exclusively, as it did happen in 1 or 2 other systems in previous turns.
It's as if the fact that I dropped troops and/or fighters on some planets never happened, as the ground combat phase never occurs for those planets and after the turn gen. finishes, my units are just gone! But prior to turn gen. they of course were present in the planets' reports' surface view 'Occupying troops on planet' lists.
It does not correlate to me having ships remaining in orbit. It seems to mostly happen when the amount of units dropped is small, like 3 to 5, but there doesn't seem to be a strict correlation. I've tried re-loading the game and re-generating the turn but get the same strange results.

I have seen this as well, in both 1.71 and 1.74.
I was not able to find a solid condition for reproduction. There may be two bugs, or a bug and an ill-understood feature, here.
In one case, the troop transport executes its "drop troops on planet" order but the "ground combat will commence..." dialog box does not appear. This *seems* to happen most often when I change the troop transport's orders (as in, now you've dropped them get the heck out of weapon platform range) after it has launched the "troop bomb" but before it hits. At least once, though, this has happened when I let the ship do its default thing and park over the planet to be shot at.
In my most recent 1.74 + BM (1.14b) game, I also had an interesting case where the space combat happened normally, including the dialog box, but there was no ground combat during the turn break. The next turn, I was in control of the planet but there were no troops on it at all. Interestingly on this one, I was bombarding the planet because I wasn't sure my relatively primitive troops would win the ground combat, but I stopped bombarding before I sent the transport in, leaving a couple facilities and the population to be captured.
