Lazy Shipsets

I’ve loaded several shipsets. Some work fine but others just sit there. The will talk to me, usually unrelated gibberish, and may build satellites, but no ships. Their worlds are easy to take over because of no resistance, but I want them to work right. I’ve checked their AI and they are identical to the stock races. Does anyone have any ideas as to what is going on?
The races I’ve had problems with so far are, the Fed, FedTNG, Klingon, Romulan, Andromedans , lyran, shadows. Also the races ship names menu won’t come up when I create a ship, and the communication language doesn’t seem to work either i.e. Borg “Resistance is futile”. Help!
