For starters, stop all Intel against the Phong if you haven't already. Those will only increase anger.

Looking through the script files for the Phong:
Politics_Max_Anger_To_Accept_Treaty := 60
Politics_Min_Fear_To_Make_Peace := 10

Anger is on a scale of 0 (love you) to 100 (kill you). Fear I'm not sure on the min/max, but >(+20) means they fear you, <(-20) means they do not fear you.

You'll need to get them below 60 anger, which is Compliant/Indifferent/Apathetic or better depending on if they fear you or not.

One way is to send them about 34 "General Messages", since each gives -3 anger before any modifiers. But that's kinda cheap. They LOVE you for sending them hundreds of spam mail that says "Mineral planets are the best!". I can't figure the logic behind that one...

Could give them a gift of some unneeded Organics or Radioactives. That's a -5 anger per gift message.

The number of ships you have in what they may consider "their" territory can increase anger.
anger = 1 + Truncate(ship_count ^ 0.66)
Best to withdraw to a warppoint and defend it with every last ship if needed.

These are the modifers for anger and fear before any calculations are made. Actual numbers depend on a few things, which you'd have to read more into the scripts to find out. Positive numbers make them hate you, negative numbers make them love you.:
