I was just playing a game in which I knew one empire with which I had allied. On the intel screen I found the following text:

Number of Enemy Empires: 0
Estimated Intel Expenditures Total: 0
Estimated Intel Expenditures Against Us: 16650
Number of Ally Empires: 1
Estimated Intel Expenditures Total: 0
Estimated Intel Expenditures Against Us: 0
According to the comparisons screen, my ally really has an intel output of 580. I think the numbers speak for themselves...
